Job Description

Objective:

To plan, organize, monitor and control the procurement of materials and services required by the company, co-ordinate with vendors, producers, agents and shipping companies to achieve timely and economic delivery of supply to the Company in line with the company strategy and policy to meet business plan targets and optimize financial performance and contribution.

Policies, Systems, Processes & Procedures

§  Develop and gain approval for department policies and procedures ensuring their alignment to overall business objectives. Monitor and control implementation and advice on the policy application to ensure that they are properly communicated and widely understood.

Departmental Reports

§  Ensure the departmental reports are prepared as per management request, in a timely and accurate manner to meet company and department requirements governing reporting.

Health, Safety and Environment

§  Comply with all agreed occupational health, safety and environmental regulations in order to protect personnel and physical assets. Ensure that the work areas are kept in a clean and tidy state in order that work can be carried out safely and effectively.

§  Adherence to world class best practices for safety, health and environmental standards.

Continuous Improvement

§  Provide input and recommend the continuous improvement of the company practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.

§  Contribute to the identification of opportunities for continuous improvement of department system, processes and practices, cost reduction and productivity improvement.

People Management

§  Ensure the effective achievement of functional objectives through the leadership of Procurement department setting departmental and individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal in order to optimize individual and departmental performance.

§  Actively develop and maintain Succession Plans for the department. Also play an active role as a mentor.

Qatarization

§  Ensure the development of nationals to take on adequate positions should be given special attention.

Quality Management

§  Responsible for the development and implementation of quality management systems and procedures.

§  To filter key points from complex details and develop plans accordingly.

Budget

§  Cost responsibility for Procurement area and to ensure the Procurement operates effectively within their budget.

Material Requirements Planning

§  Manage the material requirements planning process for raw materials and stores stock (inventory replenishment) in co-ordination with stores department to achieve optimum inventory levels and meet operating and maintenance requirements.

Stock Purchasing

§  Initiate, develop, negotiate (as per company Policy and Procedure), monitor and control compliance of Contracts and Purchase Orders for supply of materials and services with vendors ensuring optimum price, quality, delivery reliability and flexibility as per the operating and maintenance requirements.

§  Manage sale of surplus materials, metallic, dross and RFD items and optimise the return on purchase price.

§  Maintains relationships with vendors and contractors to ensure good, reliable sources of supply and information.

Tender Process

§  Manage the tender process from the bid to selection stage to consolidate major purchases and secure best possible price by leverage.

Shipping

§  Plan, organise, monitor and control the transportation of materials – specially the raw materials – at least possible cost ensuring timely deliveries.

§  Develop and negotiate freight rates to economically transport raw materials to manufacturing facilities and finished products to warehouses.

Administration

§  Processes to conclusion all disputed purchases of goods and services for the protection of the Company and fairness to the supplier.

§  Manage the disposal of expired and obsolete goods to ensure efficiency and compliance with environmental and waste disposal regulations.

Minimum Qualifications

§  Bachelor Degree in a Business discipline

Minimum Experience

§  8 - 10 years experience in Purchasing, Sales, Logistics, Systems Management and / or Financial Management with a proven track record at a senior management level.

§  Specific experience of Aluminium industry is a requirement of the job.

Job-Specific Skills

§  Sound relationship building

§  Familiarity with Supply Chain Management, Material Requirements Planning and Enterprise Resource Planning principles

§  Communications and presentation skills

§  Fluency in Arabic and English

§  Computer literacy
