Job Description

Objective:

To provide professional advice expertise and practical assistance to all assigned end-user departments of the company in the review and preparation of scopes of work, including contracting strategy and the verification of the completeness and accuracy of the technical information supplied.

Policies, Systems, Processes & Procedures

§  Develop and gain approval for department policies and procedures ensuring their alignment to overall business objectives. Monitor and control implementation and advice on the policy application to ensure that they are properly communicated and widely understood.

Departmental Reports

§  Ensure the departmental reports are prepared as per management request, in a timely and accurate manner to meet company and department requirements governing reporting.

Health, Safety and Environment

§  Comply with all agreed occupational health, safety and environmental regulations in order to protect personnel and physical assets. Ensure that the work areas are kept in a clean and tidy state in order that work can be carried out safely and effectively.

§  Adherence to world class best practices for safety, health and environmental standards.

Continuous Improvement

§  Provide input and recommend the continuous improvement of the company practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.

§  Contribute to the identification of opportunities for continuous improvement of department system, processes and practices, cost reduction and productivity improvement.

Subordinate Supervision

§  Supervise the day-to-day operations of the assigned organizational unit and comply with established standards and procedures to ensure that work processes are implemented as designed and that employees are motivated, understand what is expected of them, and perform according to the designated standards.

Qatarization

§  Ensure the development of nationals to take on adequate positions should be given special attention.

Department Activities

§  Assist in Procurement/tender strategies for end-users and presentations to Tender Committee.

§  Liaise with end-user departments in the issue of tender clarifications, evaluation of tenders.

§  Prepare commercial evaluations and conduct negotiation with tenderers and award plan submissions.

§  Maintain strict confidentiality and ethics on all contractual matters.

§  Prepare contract documents incorporating the effect of all negotiations, clarifications and qualifications.

§  Post Contract administration contracts including follow up with contractors, evaluation of claims variations and settlement of final account.

§  Liaise with Finance and Legal departments to ensure that Contract strategies, tender and contracts are in full compliance with Qatalum Policies and Procedures.

§  Prepare and issue all tender documentation and correspondences in line with agreed contract and tender strategies in accordance with Qatalum’s Policies and Procedures to safeguard the Qatalum’s interest.

§  Generally operate independently on tenders and contracts assigned to finalise in adherence to the company’s policies and procedures.

Minimum Qualifications

§  University Degree, preferably in Engineering related discipline or equal

Minimum Experience

o    Minimum 10 years contract management experience in pre and post contract award and quantity surveying including at least 5 years in aluminium/oil & gas industry

Job-Specific Skills

§  Good interpersonal skills

§  Leadership skills

§  Computer literacy with good knowledge of MS office applications

§  SAP knowledge and experience

§  Quality Management concepts and principles

§  Able to demonstrate excellent communication, presentation and facilitation skills

§  Excellent planning, analytical, decision making and problem solving skills

§  Good Organizational and time management skills

§  Knowledge of international business practices in dealing with local and international vendors

§  Must have good exposure and understanding of :

o    Administrative and operations services and international standard forms of trade and contract

o    Comprehensive range of supply chain management and logistics contracts and procurement work processes

o    Quality Management concepts and principles

o    IATA, IMDG and ROAD freight terminology, including UN classifications
